CoCounsel vs HAQQ

CoCounsel is Thomson Reuters's "Fiduciary-Grade AI," built on what the company describes as 174 years of Thomson Reuters content and more than 1,000 AI and data-science staff, integrated with Westlaw, Practical Law, Checkpoint, Microsoft 365 and the major document management systems. Thomson Reuters says it is "already trusted by 1M users," and its August 2026 next-generation release pushes toward fully agentic execution: reasoning, planning and producing work product rather than just answering questions.

That's a genuinely strong position for the audience it's built for: firms and in-house teams already paying for Westlaw or Practical Law who want an AI layer wired directly into content they already trust, running inside the Word, Teams and DMS tools they already use every day, without adding a second content subscription to reconcile against the one they're already paying for.

Thomson Reuters runs a dedicated CoCounsel page for the Middle East and North Africa and has hosted local AI-adoption events on the ground, "AI Skills Challenges" in Dubai, run twice for law firms and in-house counsel, plus a third in Abu Dhabi for in-house counsel specifically. That's real regional investment, not a marketing page nobody maintains, and it says Thomson Reuters is serious about the region even if the underlying product isn't there yet.

The content underneath it isn't regional yet: the MENA page itself describes CoCounsel's research intelligence as "delivering authoritative UK, US and AU content," and its documented hosting options are limited to the US, UK, Australia and Canada. A firm working in UAE, Saudi or Egyptian law gets a UK/US/AU-trained assistant with local sales and support around it, not jurisdiction-native GCC content. HAQQ's Arabic-first coverage spans 200+ countries and is native to the region rather than layered onto a Western content base.

CoCounsel doesn't publish prices. Its own plans page reads "View pricing / Request free demo", the "view" is itself a lead form, and Thomson Reuters routes cost conversations through a sales line, with no self-serve signup or public tier list anywhere we could find to compare against. That's normal for enterprise legal software at Thomson Reuters's scale, but it means a smaller firm can't size the cost without opening a sales relationship first.

CoCounsel is also an AI layer, not a practice platform: it has no matter management, billing, time tracking or client CRM, so a firm running it still needs separate practice-management software alongside it, plus whatever Westlaw or Practical Law subscription its research depends on. HAQQ ships the AI and the practice layer together, as one subscription rather than three.
