CoCounsel didn't begin as a Thomson Reuters product. It launched on March 1, 2023, built by Casetext as the first AI legal assistant on GPT-4, with early exclusive access to the model before its public release, a genuine first-mover claim in a category that barely existed before it. Thomson Reuters bought Casetext for $650M in cash five months later, in August 2023, and has since rebuilt and relaunched CoCounsel as its flagship legal-AI product, with a broader agentic relaunch announced in August 2025.

That origin story matters for how CoCounsel is positioned today: it carries the credibility of being first, plus three-plus years of production use most competing products, HAQQ included, haven't had the runway to accumulate. We'd rather say that plainly than pretend a track record doesn't count for something.

By its three-year anniversary, reported around February 2026, CoCounsel had reached 1 million users across 107 countries and territories, a genuinely large production footprint for an enterprise legal-AI product. What hasn't changed in three years is the pricing model: Thomson Reuters' own CoCounsel Legal pricing page routes prospects to a sales contact form, and third-party analysis confirms plainly that "CoCounsel does not publish pricing."

HAQQ takes the opposite approach: published plan pricing on its own site, plus free tools usable without a sales call. A firm evaluating CoCounsel has to start a sales conversation to learn whether it's affordable; a firm evaluating HAQQ can find out in minutes.

CoCounsel's research strength is grounded in Westlaw's US federal and state case-law corpus and Practical Law's US-focused practitioner guidance, genuinely deep primary-source content for US practice, and a large part of why large US firms trust it. There's no verified claim of MENA or Arabic-language depth in CoCounsel's public materials.

HAQQ is built the other way round: jurisdiction-aware across 200+ countries, with Arabic as a first-class language rather than a translation layer. A firm running matters only in US federal or state courts has less reason to look past CoCounsel's depth; a firm running matters across MENA and emerging markets is the case HAQQ is built for.
