    TL;DR

Westlaw is the gold standard for US legal research, and CoCounsel adds AI drafting inside Word. But it's tied to a legacy database, bundled so you can't buy the full AI experience without paying for Westlaw, and priced entirely by quote, CoCounsel's own pricing page has no published rate and routes every prospect to sales. HAQQ is AI-native from day one, jurisdiction-aware for MENA and emerging markets, runs in Arabic, publishes its pricing, and offers an on-premise option.

AI bolted onto a legacy database

CoCounsel is layered on top of decades-old Westlaw infrastructure and can't be bought standalone at full strength. HAQQ was built AI-native, so AI runs through every workflow instead of sitting beside an old research engine.

    No published price, by design

CoCounsel does not publish pricing, you contact sales and get a quote, and the number depends on which Westlaw subscription you're already bundling it with. HAQQ publishes transparent plan pricing you can check yourself.

No Arabic, no MENA, no self-host

Westlaw is built for US and UK law in English with no on-premise option. HAQQ runs natively in Arabic and English, enforces MENA and emerging-market jurisdictions, and can be deployed on-premise.

The product that started the legal-AI category

CoCounsel didn't begin as a Thomson Reuters product. It launched on March 1, 2023, built by Casetext as the first AI legal assistant on GPT-4, with early exclusive access to the model before its public release, a genuine first-mover claim in a category that barely existed before it. Thomson Reuters bought Casetext for $650M in cash five months later, in August 2023, and has since rebuilt and relaunched CoCounsel as its flagship legal-AI product, with a broader agentic relaunch announced in August 2025.

That origin story matters for how CoCounsel is positioned today: it carries the credibility of being first, plus three-plus years of production use most competing products, HAQQ included, haven't had the runway to accumulate. We'd rather say that plainly than pretend a track record doesn't count for something.

A million users, a hundred countries, still no price tag

By its three-year anniversary, reported around February 2026, CoCounsel had reached 1 million users across 107 countries and territories, a genuinely large production footprint for an enterprise legal-AI product. What hasn't changed in three years is the pricing model: Thomson Reuters' own CoCounsel Legal pricing page routes prospects to a sales contact form, and third-party analysis confirms plainly that "CoCounsel does not publish pricing."

HAQQ takes the opposite approach: published plan pricing on its own site, plus free tools usable without a sales call. A firm evaluating CoCounsel has to start a sales conversation to learn whether it's affordable; a firm evaluating HAQQ can find out in minutes.

Deep in Westlaw, not built beyond it

CoCounsel's research strength is grounded in Westlaw's US federal and state case-law corpus and Practical Law's US-focused practitioner guidance, genuinely deep primary-source content for US practice, and a large part of why large US firms trust it. There's no verified claim of MENA or Arabic-language depth in CoCounsel's public materials.

HAQQ is built the other way round: jurisdiction-aware across 200+ countries, with Arabic as a first-class language rather than a translation layer. A firm running matters only in US federal or state courts has less reason to look past CoCounsel's depth; a firm running matters across MENA and emerging markets is the case HAQQ is built for.

    Which one should you pick?

    Choose Thomson Reuters Westlaw (CoCounsel)

    • You want the product with the longest production track record in this category, three-plus years, 1 million users, 107 countries.
    • Your practice is concentrated in US federal or state law, where Westlaw and Practical Law's primary-source depth is a genuine advantage.
    • You already have Westlaw or Practical Law in place and want an AI layer grounded in the same content you already trust.

    Choose HAQQ

    • You want published pricing you can check yourself, rather than a sales-quote-only product with no public price page.
    • You need jurisdiction-aware coverage and native Arabic beyond what a Westlaw-grounded product offers.
    • You want the AI tied to matters, billing and a firm knowledge base, not just a drafting and research assistant.

Switching from Thomson Reuters Westlaw (CoCounsel)

CoCounsel holds relatively little of a firm's permanent record on its own, matters, time and billing live elsewhere in the Westlaw/Practical Law ecosystem or in a separate practice-management tool. Moving to HAQQ mostly means carrying over the working context: the documents and prompts you've built up inside CoCounsel.

    1. Pull together the documents and matters you've been feeding into CoCounsel from wherever they're actually filed.
    2. Load them into a HAQQ knowledge base organized by matter or client so answers stay grounded in your own files.
    3. Rebuild your most-used CoCounsel drafting or research prompts as HAQQ workflows and test them against a closed matter you already know the outcome of.
    4. Keep a Westlaw or Practical Law subscription for US primary-source lookups if your practice still needs it alongside HAQQ.

    The verdict

CoCounsel is the better buy for a US-focused firm that wants the category's longest track record and Westlaw's primary-source depth. HAQQ is the better buy for published pricing and Arabic-native coverage beyond US law.

Best for: Firms whose matters run outside strictly US federal or state law, and need transparent pricing plus Arabic-native drafting and research.

    Často kladené otázky

Can I buy CoCounsel without Westlaw?

Only partially. A lighter CoCounsel Essentials tier is sold standalone without Westlaw's primary-law content, but the full CoCounsel experience described here is grounded in and bundled with Westlaw, and neither is publicly priced, both are quoted through sales. HAQQ is sold standalone with transparent pricing.

Does Westlaw cover MENA jurisdictions and Arabic?

Its strength is US and UK law in English. HAQQ is built for MENA and emerging markets and runs natively in Arabic and English.

Does CoCounsel work inside Microsoft Word?

Yes, CoCounsel Drafting runs inside Word. So does HAQQ, and HAQQ adds matter binding, billing, audit trails, and jurisdiction enforcement Westlaw doesn't.

Was CoCounsel really the first legal AI assistant built on GPT-4?

Yes, according to Thomson Reuters' own account: Casetext launched CoCounsel on March 1, 2023 with early, exclusive access to GPT-4 before it was publicly available. That's a real first-mover claim we won't dispute.

How many people actually use CoCounsel?

Thomson Reuters reported that CoCounsel reached 1 million users across 107 countries and territories by its three-year anniversary, around February 2026. That's a genuinely large production footprint for an enterprise legal-AI product.

    Is CoCounsel's pricing published anywhere?

No. Its pricing page routes prospects to a sales contact form, and third-party analysis confirms CoCounsel does not publish pricing even after its 2025 relaunch. HAQQ publishes its plan pricing directly.

Does a three-year track record actually matter compared to a newer platform?

It's a real advantage for CoCounsel, and we wouldn't argue otherwise, production trust takes time to earn. Where HAQQ competes is coverage: jurisdiction-aware answers and native Arabic for the markets a Westlaw-grounded product isn't built for.
