UAE MoJ Virtual Lawyer vs HAQQ

The UAE Ministry of Justice's Virtual Lawyer is a government initiative, not a commercial product — announced at GITEX in October 2024 as the first project of its kind in the UAE and the region, built jointly with the Office of Government Development and the Future and the Office of Artificial Intelligence, Digital Economy and Remote Work Applications, with a trial version targeted for 2025.

In its initial phase, it is explicitly designed to assist rather than replace a lawyer in straightforward cases: converting speech to text and back, submitting memoranda and documents, and interacting directly with a human judge. It runs on a new Unified National Legislative Texts Database that participating law firms must register for and contribute data to.

The Ministry of Justice also introduced Aisha, a generative-AI virtual employee stationed at court entrances to answer questions about transaction status — a distinct project from the Virtual Lawyer pilot that press coverage sometimes conflates with it. We treat them as separate here because they serve different purposes: one assists with case pleadings, the other answers public-facing procedural questions.

A ministry-run pilot answering the public's procedural questions and helping with simple pleadings is not aimed at replacing a law firm's own software, and we would not position it as a competitor to HAQQ the way the other products in this comparison set are. It widens public access to justice; HAQQ is the professional tooling firms use for the drafting, review, research, matters and billing that follow once a case is underway.
