UAE MoJ Virtual Lawyer vs HAQQ

A ministry can answer the public's question for free. It does not run your firm.

    The Bottom Line

The UAE Ministry of Justice's Smart Justice work is exactly the kind of initiative that should exist: free, court-connected legal guidance for the public, from the institution with the most authoritative view of UAE procedure. It is not a competitor to a law firm's software and we would not position it as one. It answers a citizen's question. It does not draft the pleading, run the matter, or bill the client. HAQQ is what the firm uses for that, and it is complementary to a stronger public justice system, not opposed to it.

    Different jobs entirely

Public legal information widens access to justice. HAQQ is professional tooling for the firms that take the resulting work: drafting, review, research, matters and billing.

    Court-connected is a real advantage

No private product can match a ministry's connection to court process. HAQQ complements it by handling the professional work around a matter across 200+ countries.

    Free, and that is fine

HAQQ also starts free with 16 free legal tools. A firm pays for the practice layer, which a public service is not trying to provide.

A real government pilot, not a company

The Ministry of Justice does not use the name "Virtual Lawyer" on its own site. Checked 22 September 2026, moj.gov.ae lists the tool as the "Virtual Legal Consultant" and the tool's own page at ai-legislation.moj.gov.ae headers as a virtual legal advisor; "Virtual Lawyer" is the GITEX announcement wording that press coverage carried. We keep the announcement name in this page's title because that is what people search for, but the live service is the Virtual Legal Consultant.

The UAE Ministry of Justice's Virtual Lawyer is a government initiative, not a commercial product, announced at GITEX in October 2024 as the first project of its kind in the UAE and the region, built jointly with the Office of Government Development and the Future and the Office of Artificial Intelligence, Digital Economy and Remote Work Applications, with a trial version targeted for 2025.

In its initial phase, it is explicitly designed to assist rather than replace a lawyer in straightforward cases: converting speech to text and back, submitting memoranda and documents, and interacting directly with a human judge. It runs on a new Unified National Legislative Texts Database that participating law firms must register for and contribute data to.

A separate initiative sometimes confused with it

The Ministry of Justice also introduced Aisha, a generative-AI virtual employee stationed at court entrances to answer questions about transaction status, a distinct project from the Virtual Lawyer pilot that press coverage sometimes conflates with it. We treat them as separate here because they serve different purposes: one assists with case pleadings, the other answers public-facing procedural questions.

    Complementary, not competing

A ministry-run pilot answering the public's procedural questions and helping with simple pleadings is not aimed at replacing a law firm's own software, and we would not position it as a competitor to HAQQ the way the other products in this comparison set are. It widens public access to justice; HAQQ is the professional tooling firms use for the drafting, review, research, matters and billing that follow once a case is underway.

    Which one should you pick?

    Choose UAE MoJ Virtual Lawyer

    • You are a litigant or firm in a straightforward UAE case that qualifies for the pilot, and want the specific, court-connected assistance only a government initiative can offer, no private vendor, including HAQQ, has that direct court-system integration.

    Choose HAQQ

    • You need drafting, contract review, research and billing for the professional legal work around a matter, not the specific court-submission assistance the pilot offers.
    • You need coverage beyond UAE courts and beyond the pilot's initial, simple-case scope.

    The verdict

The UAE Ministry of Justice's Virtual Lawyer pilot is a genuine, court-connected public-access initiative with no equivalent among private vendors. HAQQ is complementary professional software for the drafting, review, research and billing a firm still needs once a matter is open.

Best for: The pilot serves UAE litigants and firms with straightforward, registered cases; HAQQ serves the broader professional legal work around any matter, in the UAE and 200+ other countries.

Written by HAQQ. We make one of the two products compared here: read it as a vendor's argument, and check the linked sources. UAE MoJ Virtual Lawyer · HAQQ

    الأسئلة الشائعة

Does the UAE Ministry of Justice offer an AI lawyer?

The Ministry has pursued AI-assisted public legal guidance as part of its Smart Justice programme. It is aimed at public access rather than at running a law firm, which is what HAQQ does.

Should a UAE firm use it instead of legal software?

They serve different purposes. Public guidance helps a citizen understand a process; a firm still needs drafting, review, research, matter management and billing, which is what HAQQ provides.

Is HAQQ compliant with UAE requirements?

HAQQ is built MENA-first for UAE law in native Arabic with full RTL, has controls aligned with ISO 27001, ISO 42001 and SOC 2, and offers on-premise deployment where data residency is required.

Is the UAE Virtual Lawyer available to the public yet?

It was announced in October 2024 with a trial version targeted for 2025; participation requires law firms to register with the Ministry of Justice's Unified National Legislative Texts Database. We found no confirmation of a full public rollout beyond that trial framing.

Does the Virtual Lawyer replace the need for a law firm's own software?

No, in its initial phase it assists with straightforward case submissions and speech-to-text conversion rather than drafting, reviewing or managing a full matter. HAQQ provides the professional drafting, research, matter management and billing a firm still needs.

What is Aisha, and is it the same as the Virtual Lawyer?

Aisha is a separate UAE Ministry of Justice initiative, a generative-AI virtual employee stationed at court entrances answering transaction-status questions. It is sometimes conflated with the Virtual Lawyer pilot in press coverage, but the two serve different purposes.
