Sovereign, Arabic-native legal AI for government
Draft opinions with the law cited, run every request as a matter, and keep sensitive legal work in the region or on the servers you choose. Residency is defined in your contract.
Can a government legal office use HAQQ and keep its data in the country?
Yes, where that is agreed for your deployment. HAQQ runs in HAQQ Cloud in a region agreed with you, in a private cloud inside your own tenancy, or on-premise, and residency can be committed in your order form. Your lawyers get cited research and drafting in Arabic and English, and eFirm tracks each request, opinion and deadline as a matter.

How a government legal office runs on HAQQ
Security and procurement come first in the public sector, so the walkthrough starts there. Then the work itself, in the product.
- 1
Agree where HAQQ runs
HAQQ Cloud in a region agreed with you, a private cloud in your own tenancy where you hold the keys, or your own infrastructure. The drawing shows who controls each boundary.
- Residency committed in your order form
- Customer-managed encryption keys on Enterprise
- Tenant isolation in HAQQ Cloud

Give each department the access it needs
Read, add, update and delete are set per feature, and each right is scoped to everyone, no one, the records assigned to a user, or inherited from the parent record. Sign-in runs through SSO with MFA.
- Permissions per feature and per right
- SSO and MFA for enterprise deployments
- Access matched to the office's hierarchy

Run every request as a matter
Opinion requests, contract reviews and disputes live in eFirm as legal matters, with the lawyers assigned, the status, the files, the tasks and the hearings in one record.
- Legal matters with status and lead lawyers
- Tasks, hearings and deadlines on the matter
- Files versioned and traceable

What a public legal office gets
Opinions with the law cited
Draft legal opinions, memos and letters from a sourced answer, edit them in place and export to Word or PDF.
Native Arabic
Arabic is a drafting language in HAQQ, with full right-to-left support, alongside English and French.
Sovereign deployment
HAQQ Cloud, a private cloud in your tenancy or on-premise, agreed per deployment with HAQQ.
Your keys, your access
Bring your own encryption key on Enterprise. Revoking it ends HAQQ's ability to read the data.
Matters, tasks and hearings
eFirm runs matters and hearings, tasks and calendar, documents, email and reminders in one system.
Logged and exportable
Actions are logged, attributable and exportable, so oversight does not depend on screenshots.
Who uses it for what
Built to clear public-sector security review
HAQQ operates under the security, governance and data-protection standards that governments and regulated institutions already require.

Government buyers ask
Can we run HAQQ on our own servers?
It depends on the deployment you agree with us. Options include HAQQ Cloud as a managed service, a private cloud inside your own tenancy and, where agreed, on-premise. The option, the region and who owns the perimeter are agreed per deployment.
Is HAQQ certified for government use?
HAQQ is compliant, not certified. Its controls are designed to align with SOC 2, ISO 27001 and ISO 42001, and we confirm the exact scope in writing for your procurement team.
Does HAQQ use our data to train models?
No. The HAQQ terms governing a deployment exclude customer data from model training.
Do you work with public institutions in the region?
Yes. In Oman, HAQQ signed an MoU with ONEIC to explore sovereign legal AI deployments, including pilots across government, enterprise and legal sectors. In Egypt, HAQQ is the official technology partner of the New Cairo Bar Association.
How does a rollout start?
We scope the deployment model, residency and your security and procurement requirements first, then integrate, train teams by role and assign a named success manager.
