A foundation model, not a legal platform

Claude is Anthropic's general-purpose AI assistant, genuinely frontier-level reasoning, a broad developer API, and no vertical lock-in, all real strengths for a team that wants to build something of its own on top of it. It is not a legal product: no jurisdiction-specific legal database, no practice management, no billing. Anything legal-shaped that Claude does, a team has to build.

HAQQ starts from the other end: a working legal platform, drafting, research, practice management and billing, covering 200+ countries and nine languages including Arabic, with the legal-specific knowledge and jurisdiction awareness built in rather than assembled by a developer team. Comparing the two only makes sense once you're clear on which side of that line your team sits.

Anthropic's own rules say don't skip the lawyer

Anthropic's usage policy classifies legal use, "legal interpretation, legal guidance, or decisions with legal implications", as high-risk, and it says plainly that for such use cases "a qualified professional in that field must review the content or decision prior to dissemination or finalization," and that whoever deploys Claude must disclose to end users "that you are using AI to help produce your advice, decisions, or recommendations." Anthropic doesn't ban legal use of Claude, but it does not present Claude as something that produces legal advice on its own.

That's a sensible policy for a general-purpose model serving every industry, and it puts the compliance burden on whoever builds with Claude. HAQQ carries a version of the same industry norm, human review before anything goes out the door is standard practice across legal AI, HAQQ included, but the product itself is scoped to legal work from the start, rather than a general model a firm has to wrap in its own guardrails.

    • “a qualified professional in that field must review the content or decision prior to dissemination or finalization ... you must disclose to them that you are using AI to help produce your advice, decisions, or recommendations” , checked 2026-09-03

Pricing: both public, built for different buyers

Claude's consumer and team pricing is public: Free, Pro, Max, Team and self-serve Enterprise plans are all listed on Anthropic's own pricing page, each scoped to a different usage level, with a sales-assisted tier above self-serve Enterprise for larger deployments. The API itself is metered separately and priced per token, Claude Sonnet 5 is $2 per million input tokens and $10 per million output tokens, Claude Opus 5 is $5 per million input and $25 per million output, and Claude Haiku 4.5 is $1 per million input and $5 per million output, all confirmed on Anthropic's own pricing documentation.

HAQQ also publishes its prices and offers a free tier. The shapes differ because the products differ: Claude's tiers price access to a general model and, on the API side, raw compute by the token; HAQQ's tiers price a finished legal workflow. Comparing the two on cost alone really means comparing "what does it cost to build a legal tool" against "what does it cost to buy one."

    • “Claude Sonnet 5 ... $2 / MTok [input] ... $10 / MTok [output] ... Claude Opus 5 ... $5 / MTok ... $25 / MTok ... Claude Haiku 4.5 ... $1 / MTok ... $5 / MTok” , checked 2026-09-03

    Where Claude genuinely wins

If the job is genuinely general, writing code, analyzing a spreadsheet, researching a market, running an agent that touches a dozen different tools, Claude is a legitimately strong choice, and there's no reason to pretend otherwise. Anthropic ships a broad developer ecosystem around it: the Claude API, an Agent SDK, the Model Context Protocol for connecting external tools and data, and volume discounts through batch processing and prompt caching for teams running it at scale.

None of that is legal-specific, and building a legal workflow on top of it means a firm owns the jurisdiction logic, the knowledge base, and the compliance guardrails Anthropic's usage policy asks for. For a firm with an engineering team and a genuine reason to build something custom, that tradeoff can be the right one. For a firm that just wants working legal software on day one, it's a development project rather than a purchase.

    Which one should you pick?

    Choose Claude

    • You want frontier general-purpose AI reasoning across domains beyond legal work, coding, data analysis, general research, in one subscription, not a legal-only tool.
    • You have a development team and want to build a custom legal workflow or interface on the API, with full control over the model and no vertical lock-in.
    • Your use case genuinely needs a blank, general-purpose model rather than a pre-built legal knowledge base and workflow.
    • You want per-token API pricing for a high-volume, engineering-driven application rather than a per-seat product.

    Choose HAQQ

    • You want a jurisdiction-aware legal knowledge base, drafting workflows and research out of the box, not a blank model you have to build one on top of.
    • You need practice management, matters, time tracking, billing, in the same product as the AI, not stitched together separately.
    • You want 200+ country coverage and Arabic as a first-class language without engineering that yourself on top of a general model.
    • You're a legal team without in-house developers to build and maintain a custom Claude-based application.

    Switching from Claude

Most firms don't "migrate" from Claude to HAQQ in the usual sense, because Claude on its own isn't a legal system of record, there's no matter database, billing ledger or knowledge base to export. What moves is any workflow or prompt library a team has built around Claude for legal tasks.

It's also common, and reasonable, to keep both: HAQQ for the legal-specific platform work, and Claude's API for anything genuinely general-purpose a firm's own developers want to build, since the two aren't mutually exclusive the way two practice management systems would be.

    1. Identify which of your Claude-based legal workflows are really about jurisdiction-aware drafting or research, those are the ones HAQQ replaces outright.
    2. Rebuild your best prompts as HAQQ workflows and compare output against a matter you already know the answer to.
    3. Keep Claude's API in place for anything genuinely general-purpose, internal tooling, non-legal automation, that isn't HAQQ's job to do.

    The verdict

Claude is the better choice for teams that want a frontier general model to build with; HAQQ is the better choice for a legal team that wants a finished, jurisdiction-aware platform without building one first.

Best for: Legal teams without in-house developers who want practice management, drafting and 200+ country coverage out of the box, rather than an engineering team building a custom legal tool on top of a general model.

    The argument underneath this comparison

The table above is feature by feature. The reason the two are different kinds of product is not: a frontier model is one component, and the legal system built around it is what makes an answer usable in a matter.

    Frequently Asked Questions

Can I use Claude instead of HAQQ for legal work?

Claude can assist with general legal questions but lacks jurisdiction-aware reasoning, practice management and billing. HAQQ is purpose-built for law firms with enterprise security.

Is Claude safe for confidential legal work?

Claude's data handling policies may not meet law firm confidentiality requirements. HAQQ is compliant with ISO 27001 and SOC 2, not certified, and never uses your data for AI training.

Does Claude have practice management features?

No. Claude is a general-purpose AI chat interface. HAQQ includes full practice management with matter management, billing, CRM, time tracking, and document management.

What does Anthropic's own policy say about Claude giving legal advice?

Anthropic's usage policy treats legal use as high-risk and requires that "a qualified professional in that field must review the content or decision prior to dissemination or finalization," plus disclosure to end users that AI helped produce the output. It doesn't prohibit legal use of Claude, but it's explicit that Claude isn't meant to give unreviewed legal advice on its own.

How does Claude's pricing compare to HAQQ's?

Claude offers Free, Pro, Max, Team and self-serve Enterprise plans, all listed on Anthropic's own pricing page, plus separate API pricing metered per million tokens (Sonnet 5 at $2 input / $10 output, Opus 5 at $5/$25). HAQQ also publishes its prices with a free tier, priced as a finished legal workflow rather than raw model access, the two aren't really pricing the same thing.

Can I build a custom legal tool on top of Claude's API?

Yes, that's what the API and its per-token pricing are for, and Anthropic's usage policy explicitly allows legal use cases subject to human review and disclosure requirements. What you're building at that point is a competitor to HAQQ's finished product, not a substitute for buying one, and the engineering and maintenance cost is real.
