Eulex is one of the better-engineered legal AI products in Europe, and unusually honest about its own limits. The question is not quality. It is how far your work travels.
Eulex Desk is a genuinely good EU and Croatian legal workstation from a self-funded Zagreb team, with published pricing, a Word plugin, and a corpus segmented to article level with amendment history. Its own coverage matrix is the honest guide to its edges: EU, Croatia and France get the deep treatment, Italy and Austria are legal-text only, and its MCP connector addresses exactly three jurisdictions. HAQQ is built the other way round, 200+ countries and Arabic from the start, with matters, a knowledge base and billing in the same platform. If your practice is EU and Croatian regulation, Eulex is a serious answer. If it crosses into MENA or beyond Europe, that is where the two stop being comparable.
Deep in Europe, by design
Eulex publishes a coverage matrix rather than a slogan, and it is worth reading. EU, Croatia and France get consolidated texts and point-in-time. Italy and Austria get legal text only.
They tell you what it does not do
Eulex states plainly that Desk is a research and drafting assistant that does not replace your DMS or your CLM. We take them at their word, and that is exactly the layer HAQQ ships.
Croatian-first, English second
The marketing site claims answers in 24 EU languages; the Desk page narrows that to Croatian and English, and the app itself loads in Croatian. Arabic is not in the picture.
Two products, and only one of them is a competitor
Eulex sells Eulex Desk, a lawyer-facing workstation, and Eulex Base, its European regulatory corpus exposed as an MCP server. This page compares Desk, because that is the product a firm would buy instead of HAQQ. Base is a different kind of thing, a structured corpus with seventeen read-only tools that any MCP client can call, and it is worth saying clearly that it is well built: documents segmented to article and paragraph level, consolidated versions with amendment history, and citation relationships between instruments, which the vendor distinguishes from "a search index over raw text".
The naming is genuinely confusing and not your fault if you have been tripped up by it: the same workstation appears as "Desk" in the navigation, "Workdesk" in the page title, and "Max" in the launch announcement and the app's own hostname. If you are comparing quotes or reading reviews, check which one is meant.
Eulex does something most vendors in this category avoid: it publishes a coverage table with columns for legal text, consolidated versions, point-in-time and citation graph, and it leaves cells empty where it has nothing. EU law and Croatia are filled across the board. France, marked new, has consolidated and point-in-time. Italy and Austria have legal text and nothing else. The ECtHR is marked in progress. That is a vendor telling you where the floor is, and it deserves credit rather than a gotcha.
The practical consequence is a depth cliff rather than a border. A question about Croatian or EU regulation gets the full machinery; the same question about Italian or Austrian national law gets raw legal text without the amendment history or in-force verification that made the first answer trustworthy. Its MCP connector is narrower still, stating three jurisdictions addressed by scope, while Desk's documentation lists Germany, Slovenia and the City of Zagreb gazette as additional per-conversation sources. Which surface you are using changes what you get.
What "24 EU languages" means once you open the product
Three statements sit on three Eulex pages. The homepage says Eulex answers in 24 EU languages. The Desk page narrows it to Croatian and English, with the full interface, citations and workflows in both. The MCP page says responses come back in the language of the underlying corpus and the agent layer handles translation. The app at max.eulex.ai loads in Croatian regardless of browser language.
None of these contradicts the others outright, a model can answer in many languages while a product is built and supported in two, but they answer different questions, and the one that matters for a firm is the second. If your working languages are Croatian or English and your law is European, this is a non-issue. If you need Arabic, it is not a matter of degree: Arabic is not a European language and does not appear anywhere in Eulex's corpus, interface or documentation. HAQQ is multilingual including Arabic, with the right-to-left work that actually implies.
We ran an internal head-to-head across fifty legal prompts in mid-2026. We are not publishing the scores, deliberately: it is our own unaudited benchmark, and when we pulled it apart the margin turned out to rest on a single scoring dimension, remove it and the two columns tie. Quoting a number from that would be the thing we spend these pages arguing against. What follows is our opinion, formed from that work, and you should treat it as ours.
Eulex is the more disciplined system. It is careful about provenance, it will walk an act and prove a negative rather than infer one from an empty search, and on questions turning on verbatim statutory text and exact gazette-and-date anchoring it was the better tool. Where we came out ahead was verifiability: in our runs, prose answers rendered citations as in-app chips rather than links a reader could open, while structured output did return real URLs, a rendering choice rather than a corpus limit, and one they could change tomorrow.
One finding we will not use as a selling point: both systems, asked for case law, produced long docket lists that were hard to verify independently. That is a defect of retrieval-grounded legal AI generally, not something particular to Eulex, and we have the same problem. Any vendor in this category telling you otherwise has not looked hard enough at their own output.
Which one should you pick?
Choose Eulex
Your work is EU and Croatian regulation. That is where Eulex's corpus is deepest, consolidated texts, point-in-time versions, in-force status and a citation graph, and a general-purpose platform will not match that depth on Croatian law.
You want published pricing you can evaluate without a sales call. Eulex lists every Desk tier from free upward with VAT treatment stated, which is rarer in legal AI than it should be.
You want to bring your own Claude, OpenAI, Gemini or Mistral key on the upper tiers, rather than being locked to whatever model your vendor picked.
You want the corpus itself rather than a workstation: Eulex Base exposes it over MCP with seventeen read-only tools and a sources array carrying authoritative links, free to evaluate. That is a genuinely good piece of engineering and there is no equivalent from most of this category.
Choose HAQQ
Your matters cross out of Europe. Eulex publishes no MENA or Middle East coverage claim anywhere on its site; HAQQ is built for 200+ countries with MENA as a first-class jurisdiction rather than an edge case.
You need Arabic. Eulex is Croatian-and-English by its own description, and its app loads in Croatian.
You want the practice layer. Eulex states plainly that Desk does not replace your DMS or your CLM, HAQQ ships matters, a persistent knowledge base and billing in the same platform as the research.
You want every answer to arrive with a source you can click through to, in ordinary prose rather than only in structured output.
Switching from Eulex
Eulex publishes monthly tiers with annual commitment offered only on one plan, so the contractual side of leaving is usually simple. The real migration question is corpus depth: if a meaningful share of your work is Croatian national law, test that specifically before moving, because it is the area where Eulex invested most and where a like-for-like comparison is fairest to them.
Export the research projects, tabular reviews and contexts you want to keep before the subscription lapses.
If you use the Base MCP connector in your own tooling, note that access is bundled with a Desk plan, dropping Desk changes that too.
Pilot HAQQ on the jurisdictions Eulex covers thinnest or not at all, since that is where the decision is actually made.
Re-test your Croatian-law workload honestly rather than assuming parity. If that is the bulk of your practice, staying may be the right answer.

Eulex is a well-engineered, unusually candid EU and Croatian legal AI with published pricing and a genuinely good corpus product; HAQQ trades that regional depth for 200+ country coverage, Arabic, and a full practice OS.
Best for: Firms whose work sits inside EU and Croatian regulation and who want the deepest available corpus for it.
